EMPEROR'S HAMMER BYLAWSGENERAL BYLAWS AND REGULATIONSIn accordance with conversations with the AOL FSRC Staff, the Fleet Commander herein posts the following to help prevent miscommunication and establish general standards of conduct to be followed by all Emperor's Hammer Members. Consequently, ALL Members of the Emperor's Hammer must adhere to and abide by the following in order to enjoy Active Membership in the Emperor's Hammer: 1) As Members of the America Online (AOL) community, all AOL Terms of Service (TOS) remain in full effect. Consequently, no TOS violations will be tolerated (i.e. no profanity on the public message boards, sending or receiving illegal copies of commercial software, harassing other Members via E-Mail or posted messages, etc.). Members desiring to know what the AOL TOS consist of are directed to AOL Keyword "TOS" for a detailed explanation. The Fleet Commander ("Club Manager" of the Emperor's Hammer) has been given the authority (and the responsibility!) to report ALL TOS violations directly to the AOL FSRC Forum Staff...Members who have been determined to have violated AOL TOS will be given ONE warning from the Fleet Commander. A second offense will result in final and permanent expulsion from the Emperor's Hammer. It should be noted that AOL reserves the right to take whatever action it deems necessary with the offender's AOL account (if applicable)...This may include notating the Member's account, AOL suspension or AOL account cancellation. For our Internet Members, this translates into no profanity, abusive conduct, illegal commercial software transfers, etc., 2) No persons may edit, redistribute for public posting, or in any other way modify the Newsletter or EH Pilot Manual ZIP files without the express consent of the Fleet Commander or the document's applicable author. These materials are considered protected under US Code 17, Copyright Act of 1947. Any transgressions beyond "fair use", as detailed in the referenced US Code 17, will be aggressively pursued by GARonin and/or his duly authorized legal representatives. It should be noted that this copyright protection claim extends only to original EH Member submissions and does NOT extend to any previously copyrighted commercial materials (i.e. Star Wars/LucasArts files, artwork, etc...). 3) No Member of the Emperor's Hammer shall profit by or solicit commercial services through the Emperor's Hammer organization, message boards, WWW sites, Newsletters or through their Position within said organization. Not only does this endanger the entire Fleet with respect to relations with LucasArts, but it also tarnishes the high ethical and professional standards for which the EH stands. This prohibition, of course, does not extend to any individual, non-Emperor's Hammer related private ventures. 4) Only the Fleet Commander is authorized to contact the AOL FSRC Staff or other online orgnizations regarding official Emperor's Hammer business. Consequently, ALL such inquiries (i.e. on behalf of the Hammer) must be channeled through the Fleet Commander. Of course, any Member may send independent E-Mail, but they shall not be sanctioned by the Emperor's Hammer Command unless the Fleet Commander gives his approval and passes the request along first. 5) The Members shall follow the chain of command when making inquiries. As detailed in the Flight Roster Section of the Newsletters, there is a specific heirarchy when asking questions and making comments. Members shall attempt to contact their immediate superior officers first (i.e. Flight Leaders or Squadron Commanders) and then go through the chain of command, as appropriate. This is not done to restrict communication in the Fleet, but mainly to cut down on confusing and chaotic E-Mail between a lot of people. The Fleet Commander ALWAYS welcomes independent communication with a Member's specific or confidential problems or comments. 6) A Member will receive important Fleet information from their superior officers. Important Fleet events and communiques will be transmitted to the SubGroup Commanders, Commodores, Wing Commanders and Squadron Commanders by one of the Command Officers who will in turn E-Mail them to their Squadron Members. Otherwise, important messages will be individually distributed directly by the Fleet Commander via E-Mail, posted in one the various Emperor's Hammer Message Folders, or in the Office of the Fleet Commander WWW Home Page at URL: 7) Only those events, plotlines, missions, stories, rosters, etc, posted in the Newsletters will be considered officially "approved" for the Emperor's Hammer. Postings in the Command Supplements, Message Boards, WWW Home Page(s), Online Conferences, E-Mail, or Instant Messages (IMs) will be considered "proposed" or "pending" until officially posted in the Newsletters. 8) No development idea, Battle Plotline, pivotal character, event or Roster revision shall be released to the other Fleet Members unless the Fleet Commander or another Command Officer has first approved them. The Fleet Commander retains the right of final decision in these matters. In addition, ALL Members submitting plotlines or articles for consideration must include their ID Line designation for later referral by the reviewing Command Officer. 9) The Fleet Commander is solely responsible for appointing promotions for the Command Officer Positions, SubGroup Commanders and the Ranks of Vice Admiral and above. The other Command Officers and Squadron Commanders have the authority to place Commodores, Wing Commanders, Flight Leaders, Flight members and the lower Ranks, as appropriate and as detailed in other Sections of this document. However, the Fleet Commander reserves the right to modify and/or revise the Flight Roster, as appropriate, to maintain consistency within the Fleet. 10) The Emperor's Hammer will not discriminate in its acceptance, promotion or evaluation of Members based on race, religion, sex, sexual preference, age, etc. Appointments, Promotions and Medal Awards will be made solely on the basis of performance within the Hammer. 11) New Applicants accepted to the Emperor's Hammer will be placed as Trainees on "detached duty" and will be stationed on the Platform (PLT) Daedalus, pending completion of the entrance requirements posted in this Training Manual. The Flight Officer of the EH is solely responsible for the approval and placement of new TIE pilots. 12) Membership in any other AOL (or Internet) Organization will in no way affect a Member's Position or Rank within the Emperor's Hammer. 13) The Fleet Commander reserves the right to modify or revise these Bylaws, as appropriate and without prior notice. NEWSLETTER SUBMISSIONSAll Hammer’s fist Members desiring to post submissions for posting in the The Legionare (the Hammer’s Fist newsletter) are herein advised of the following:
1) All Members are reminded that preliminary reviews of new Battle Plotlines and/or new mission designs will be performed by the Tactical Officer and the Tactical Staff. Consequently, new mission submissions should be forwarded to the Tactical Officer prior to the Fleet Commander for initial review. The Fleet Commander then has the option of reviewing prior to posting in a subsequent Newsletter.
2) New Battle Plotlines which have been approved for posting to the Emperor's Hammer will be posted in the numerical order of receipt and approval by the Tactical Staff, as determined by the Fleet Commander.
3) All Plotline and Mission designers are notified that submission of COMPLETED Battles (i.e. ALL Missions attached to Plotline) is required following the posting of Newsletter No. 25 (9/24/95)...! Free Missions may still be submitted individually, as always.
4) Fictional submissions consisting of stories, biographies, articles, after-action battle reports, etc. shall be submitted to the Executive Officer for preliminary review. The Executive Officer will review and recommend Member submissions for posting in the Newsletters, as appropriate. The Executive Officer also receives and approves all Medal Award recommendations for revision of the Emperor's Hammer Medal Board, as posted in the EH Newsletters.
5) Bounty Hunters shall forward their Newsletter submissions to the Security Officer for review.
6) The Corporate Division shall submit new Contract designs and fighter prototypes to the Science Officer for preliminary review. The Science Officer then has the option of utilizing the Tactical Staff in the evaluation of new technologies, at his/her discretion.
7) ANY Emperor's Hammer Member of Active Status (i.e. not an Applicant or Trainee) may submit Battle and Mission designs for review and posting in the Newsletters.
8) No Star Trek related materials can be accepted by the Emperor's Hammer for use in its Newsletters, Missions, Plots, etc...Apparently, Paramount Pictures gets a bit touchy about its copyrights...
9) The Fleet Commander reserves the right to edit ALL Newsletter submissions (including signed submissions) for correct punctuation, spelling and grammar. In addition, minor changes of content may be edited to allow for consistency in the Fleet (i.e. Proper names, unit designations, etc.).
10) Member submissions to the Newsletter will be credited to the author or sender, as appropriate. Submitters of artwork (i.e. photos) are asked to submit the original source of the work, so that proper credit may be given in the Newsletter. This also applies to fictional submissions as well. If an original author is not noted, then the sender of the work will be credited with the same.
11) Newsletters will normally be released once per month and ALL Member Newsletter submissions are due the Friday before Newsletter release at 12 midnight EST.
12) When a submission is received by the EH Command Staff for Newsletter review and potential posting, it shall be noted that there are NO implied guarantees that the submission will be posted in the Newsletter. Due to the ever increasing amount of Newsletter submissions being received, the EH Command Staff will be more selective in the quantity and quality of the submissions selected for NL posting in order to keep them at a manageable size.
13) The decisions of the Fleet Commander will be considered final in the posting of any Member submissions in the Newsletters. AMERICA ONLINE/FSRC COMMAND STRUCTUREThe following AOL structure is presented for review by ALL Members, as related by PC Roger on 4/15/95)... "AOL inhouse is broken into divisions, each area online is covered by a Producer who oversees the whole department. We'll keep it to where it pertains to us for ease of illustration. Producer - responsible for maintaining, and building areas by request, and communicating with the Forum Leaders who make the requests. This person has many other duties, but the forums and the staff who run them come under their direct control. They hire the forum leaders, and in turn, give them control of their forums. C&SF Coordinator - basically this person is our liason between us and inhouse. We go to this person when we need certain things done, and look to him for advice if we're unsure of how to proceed. We can also bounce ideas off of him to get a feel for a new project we may want to try. Forum Leaders - the people who are the front line of the forums. Forum Leaders hire and fire forum staff, implement new ideas for their forums, and supervise the day to day operations of the forum. When members wish to participate in some forum function, or start something of their own, as you are attempting to do, the forum leader decides on it, and acts accordingly. He or she must decide what's best for the forum, and add or subtract from it according to their vision. Things that must be constructed, such as whole areas, message boards or libraries, must be submitted to the forum leader, who then forwards it to the Producer in the form of a proposal. The producer makes the final decision and notifies the forum leader of whether or not it will be done and gives an approximate time frame. This is almost always done through e-mail. Other forum staff include PCAs (forum assistants who help the forum leaders directly) and PCCs (forum consultants who do other tasks such as file checking, board scans, host chat rooms, e-mail, and anything else they may be qualified for. Clubs or SIGs (special interest groups), people like yourself who apply for "organizational status", to enhance the forum areas, attract members of common interests, and enrich online time by offering an activity that directly relates to the forum. Managers of said clubs report to the forum leader who in turn advises them of what might be possible and what may not in the running of the club. Club managers are directly responsible for the content of their areas, and should report any errant posts or violations to
the forum leader as soon as it is noted. They set the club rules and agenda, and accept or reject members according to their rules. If problems arise that can't be handled within the club, or infractions of system policy occur, the forum leader should be notified, who makes the final decision. " Grand Admiral Ronin |
